November 2005 sees the introduction of a new standard for control gear in luminaires sold in the European Union. All lighting companies selling or distributing in Europe have to mark their products as 'CE' approved.

This approval now includes a new standard for the control gear, designed to remove energy wasting switchstart ballasts. This standard has been developed by the European Lighting Society called CELMA and is known as the CELMA regulations. This means that from November 21st 2005 all luminaires with CE approval must use low-loss switchstart ballasts (B2). This is the first step towards the removal of switchstart ballasts altogether.
